Since the scotus ruled it was illegal to restrict campaign finances such that the Democrats had attempted in 1995 and accomplished in 2002 until the case was brought before the court starting in 2007, doing so a second time would require not only the majority required to pass it but also enough votes to make a constitutional amendment.
