I plan to whitelist sites that I want to save cookies as I do in Librewolf. Is Floorp much less secure than Librewolf? I’d really like the improved JPEG XL support that Floorp has.

I’m not an expert but if you’re on Linux, you might look into Firedragon.
It’s a browser from the Garuda Linux team, originally based on LibreWolf, now based on Floorp but bringing over some of the security features of LibreWolf.
Floorp is generally solid but has less hardening than Librewolf - it’s more focused on features than extreme privacy, but still way better than standard Firefox for security since it disables telemetry and has decent defaults.
