You might be allowed to pass a stopped school bus if the road has a concrete divider, but if there isn’t one of those you are’t allowed to pass it in either direction. Kids are stupid and will gladly run into traffic if they see their parent on the other side of it. Also, there isn’t really a point in stopping traffic in only one direction, with cars passing on the other side you can’t cross the road anyway.
